An Overview of The QLD Transport and Roads Investment Program
The QLD Transport and Roads Investment Program (QTRIP) outlines current and planned transport and road infrastructure investments for delivery over the next four years across all of Queensland.
This program includes work for Transport and Main Roads, Queensland Rail and Gold Coast Waterways Authority. The plans and investment span all modes of transport such as road, rail, bus, cycling and maritime infrastructure on freight, commuter, and recreational networks.
Throughout this blog, we will briefly overview the QTRIP plans and investments for various areas around the state.

- $326 million on bus infrastructure
- $252 million on cycleways
- $183 million on maritime
- $44 million on multi-modal transport and other infrastructure

QLD Transport and Roads Investment Program – Investments per Region
South Coast Queensland
Location: starting from Beenleigh through to Coolangatta and as far west as Boonah.
What was achieved from 2020 to 2021?
- The extension of a four-lane duplication and upgrade of Mount Lindesay Highway
- Design of the southern entryway to the Gold Coast Airport
- Construction of the Ormeau train station park ‘n’ ride to deliver 125 new car spaces
- Safety improvements along various sections of Beaudesert – Beenleigh Road
- Upgrading the Gold Coast Highway (Brisbane Road) intersection at Labrador
- Construction of the Exit 57 interchange upgrade on the Pacific Motorway at Oxenford.
To be completed in the next year:
- Continue construction of additional northbound and southbound lanes as part of the Eight Mile Plains to Daisy Hill upgrade on the Pacific Motorway
- Continue construction for the widening, from four to six lanes of the Pacific Motorway between Varsity Lakes and Tugun
- Commence construction of the Coomera Connector Stage 1 between Coomera to Nerang
- Commence construction for the Exit 49 interchange upgrade project on the Pacific Motorway at Pimpama
- Commence construction to deliver the Gold Coast Light Rail Stage 3 between Broadbeach South and Burleigh Heads
- Complete construction of the Gold Coast Highway intersection with Toolona Street at Tugun upgrade
Future infrastructure:
- Planning and business case development for the Coomera Connector (future stages)
- Continue business case development for upgrades to the Pacific Motorway
- Continue planning and business case development for a four-lane upgrade of Mount Lindesay Highway between North Maclean and Camp Cable Road at Jimboomba
- Preparing for an extension of Gold Coast Light Rail Stage 4 between Burleigh and Coolangatta
- Continue planning for the Gold Coast heavy rail extension from Varsity Lakes to Gold Coast Airport
Metropolitan
Location: Brisbane city and surrounding areas such as Cleveland, Capalaba, Ipswich, and Rosewood.
What was achieved from 2020 to 2021?
- Completion of the Ipswich Motorway (Rocklea – Darra) Stage 1 project to upgrade the motorway from four to six lanes
- Sumners Road interchange upgrade complete over the Centenary Motorway
- Strengthening work on the Gateway Motorway Flyover
- Construction of the Everton Park Link Road connecting Stafford Road and South Pine Road.
To be completed in the next year:
- Commence construction for the Centenary Bridge upgrade on the Centenary Highway at Jindalee
- Continue construction of the Eastern Transitway Stage 1 along Old Cleveland Road
- Continue planning for the upgrade of the Centenary Motorway and Logan Motorway interchange
- Continue planning for the upgrade of the Brisbane Road, Chermside Road and Glebe Road intersection
Future infrastructure:
- Continue planning of the Boundary Road rail level crossing removal at Coopers Plains
- Continue planning of the Beams Road rail level crossing at Carseldine and Fitzgibbon
- Continue planning for six lanes on the Gateway Motorway from Bracken Ridge to Pine River
- Planning for the Lindum station precinct
North Coast Queensland
Location: starts at Strathpine and continues slightly past Noosa at the Sunshine Coast.
What was achieved from 2020 to 2021?
- Construction to widen Deception Bay Road between Morris Road and Anzac Avenue
- Planning to improve safety, capacity and flood immunity on the Bruce Highway
- Planning to install Smart Motorway technologies on the Bruce Highway, between the Pine River and Caloundra Road
- Construction for the Lawnton train station park ‘n’ ride expansion
To be completed in the next year:
- Complete widening the Bruce Highway, from four to six lanes, between Caloundra Road and the Sunshine Motorway
- Continue construction of the Maroochydore Road and Mons Road Interchanges Upgrade
- Continue construction on the Deception Bay Interchange Upgrade on the Bruce Highway
- Continue construction on the widening of the Bruce Highway, from four to six lanes, between Caboolture – Bribie Island Road and Steve Irwin Way
- Complete the upgrade of the Petrie intersection on Redcliffe Road (Anzac Avenue)
- Commence construction of Brisbane Valley Highway pavement rehabilitation at Esk
Future infrastructure:
- Continue planning for future north-south arterial roads parallel to the Bruce Highway
- Commence planning for the Sunshine Coast public transport business case
- Planning for the duplication of the Sunshine Motorway, Pacific Paradise to Coolum
- Continue planning to improve connectivity from Dohles Rocks Road northbound to Anzac Avenue and the Bruce Highway.
Wide Bay Burnett
Location: main towns include Maryborough, Hervey Bay, Gympie, and Bundaberg.
What was achieved from 2020 to 2021?
- Replacement of the Coondoo Creek bridge on the Tin Can Bay Road near Gympie
- Planning activities for the Tiaro Bypass on the Bruce Highway
- Construction of an overtaking lane on a section of the Isis Highway between Bundaberg and Childers
- Signalisation and intersection improvements at the Bundaberg
To be completed in the next year:
- Construction of a new bridge over Saltwater Creek and Deadmans Gully north of Maryborough
- Continue design and construction activities for widening and intersection upgrades on the D’Aguilar Highway between Yarraman and Kingaroy
- Construction of the final stage of the Bruce Highway (Cooroy – Curra) (Section D) upgrade between Woondum and Curra
- Complete construction of dual overtaking lanes on the Bruce Highway at Tinana
Future infrastructure:
- Continue to plan for an upgrade of the Bundaberg – Port Road
- Continue to plan to upgrade the state road network to support extractive and agricultural industries in the North Burnett area.
Darling Downs
Location: regional areas such as Toowoomba, Warwick, Chinchilla, and Goondiwindi.
What was achieved from 2020 to 2021?
- Upgrading of the Emu Creek bridge on the New England Highway
- Construction of Stage 1 of the New England Highway Cycleway between Highfields and Toowoomba CBD
- Pavement widening on the Barwon Highway between Talwood and Nindigull
- Bridge strengthening on the Lockyer Creek Bridge
To be completed in the next year:
- Construction of the Eight Mile intersection overpass upgrade on the Cunningham Highway north of Warwick
- Continue bridge replacement on the Rocky Creek Bridge on Murphy’s Creek Road
- Commence pavement widening on the New England Highway between Yarraman and Toowoomba.
Future infrastructure:
- Complete the Warrego Highway East Masterplan, which includes corridor preservation and identification
- Continue planning for bikeways in Central Toowoomba and the Warwick principal cycle network
- Commence planning to improve Toowoomba Connection Road and Hursley Road intersection
- Continue planning to identify a Toowoomba North-South Transport Corridor.
Fitzroy
Location: Gladstone, Rockhampton, Yeppoon, Gracemere, and Emerald.
What was achieved from 2020 to 2021?
- Improvements and upgrades for Stage 2 of the Rockhampton Road train access
- A safety upgrade of the Bruce Highway at Terranova Drive intersection in Parkhurst
- Widening and sealing the Bruce Highway, south of Rockhampton
- Widening and surfacing around 18 kilometres of the Bruce Highway north of Benaraby
- Construction of six new overtaking lanes on the Capricorn Highway between Gracemere and Emerald
To be completed in the next year:
- Complete duplication, from two to four lanes, of a section of the Capricorn Highway between Rockhampton and Gracemere
- Complete safety works on the Bruce Highway between Nielsen Avenue and Plentiful Creek, north of Rockhampton
- Complete pavement strengthening of Rockhampton – Yeppoon Road
- Commence construction for the upgrade of Rockhampton Yeppoon Road
- Building on the Bruce Highway for the upgrade of Station Creek and Boyne River bridges
- Complete construction of the bridge and overflow replacement on Dawson Highway at Roundstone Creek
Future infrastructure:
- Continue planning and preserving land for the construction of the Rockhampton Ring Road
- Continue planning for the upgrade of the Bruce Highway and Gladstone — Benaraby Road intersection
- Continue planning for the upgrade of the Bruce Highway and Gladstone — Mount Larcom Road intersection
Mackay Whitsunday
Location: regional areas surrounding Mackay and the Whitsunday Islands
What was achieved from 2020 to 2021?
- An upgrade of the Peak Downs Highway at Eton Range
- Construction of the new highway, part of the Mackay Ring Road (Stage 1) project
- Construction of overtaking lanes on the Bruce Highway, between Proserpine and Bowen
- Planning for the upgrade of Bee Creek bridge on the Peak Downs Highway
To be completed in the next year:
- Continue construction of additional lanes of the Bruce Highway, between Ron Camm Bridge and Mackay Ring Road (Stage 1)
- Commence construction of the Walkerston Bypass on the Peak Downs Highway west of Mackay
- Commence construction of the connection between Mackay Ring Road to Bald Hill Road, part of the Mackay Ring Road (Stage 1) project
- Continue pavement widening on the Bruce Highway, between Bowen Connection Road and Champion Street intersection
- Complete safety improvements on the Peak Downs Highway between Eton and Mackay
- Paving and sealing off sections of the Bowen Development Road between Deception Creek to Bulgonunna Creek
- Complete design and commence construction of the Mackay Bus Station on Mangrove Road.
Future infrastructure:
- Complete planning for the duplication of the Bruce Highway between Munbura Road and Crouch’s Road
- Continue planning for the upgrade of Goorganga Plains on the Bruce Highway
- Complete planning for Mackay Port Access.
Northern Queensland
Location: Townsville, Ingham, Ayr, and Charters Towers.
What was achieved from 2020 to 2021?
- Construction of a northbound acceleration lane along the Flinders Highway
- Construction of pavement widening and safety improvements on the Bruce Highway, between Mailman Road and Mackenzie Creek
To be completed in the next year:
- Continue construction of Townsville Northern Access Intersections Upgrade on the Bruce Highway
- Construction of Townsville Ring Road (Stage 5) project to duplicate the existing Ring Road
- Continue pavement strengthening on North Townsville Road (Townsville)
- Preconstruction on safety and capacity upgrades for Townsville Connection Road between University Road and Bowen Road Bridge (Stuart Drive)
- Commence construction on overtaking lanes on the Bruce Highway between Leichhardt Creek and Lilypond Creek.
Future infrastructure:
- Planning for the Townsville Port Road network modification
- Commence planning along University Road in the vicinity of Discovery Drive and Yolanda Drive intersection
- Alignment and corridor preservation of the Ingham to Cardwell Range deviation project.
Far North Queensland
Location: begins at Tully and extends to the tip of Queensland at Thursday Island.
What was achieved from 2020 to 2021?
- Completed paving and sealing paving of a section of Peninsula Development Road at Fairview (Part B)
- Construction of the Harley Street intersection upgrade on Cairns Western Arterial Road
- Completed road safety improvements on the Kennedy Highway between Kuranda and Mareeba
- Strengthening works on Little River bridge and Routh Creek bridge on the Gulf Developmental Road.
To be completed in the next year:
- Complete construction of the Bruce Highway – Cairns Southern Access Corridor Stage 4
- Continue construction of road safety improvements on Gillies Range Road
- New overtaking lane on the Bruce Highway near Smith’s Gap, including the construction of a fauna crossing
- Complete construction of the Smithfield Bypass project between McGregor Road and Caravonica roundabouts
- Continue widening and strengthening of Boogan Road
- Commence early works on the Cairns Ring Road (CBD to Smithfield) project
Future infrastructure:
- Planning for the Innisfail Bypass, jointly funded by the Australian Government and Queensland Government
- Continue planning for the Cairns Ring Road (Cairns CBD to Smithfield), jointly funded by the Australian Government and Queensland Government
- Continue planning for the Barron River bridge upgrade on the Kennedy Highway (Cairns – Mareeba)
- Commence planning for the Bruce Highway, Cairns Southern Access Corridor (Stage 5), Foster Road, upgrade the intersection.
