Brisbane Metro presents an opportunity for the industry to be part of delivering one of Brisbane’s most significant public transport projects. 

Collaborative Partnership announced

Brisbane City Council is pleased to announce Brisbane Move has been selected as the preferred tenderer for the main construction works.

The consortium for Brisbane Move comprises Acciona Construction Australia Pty Ltd and Arup Australia Projects Pty Ltd.

ACCIONA and ARUP will partner with Council to form the Collaborative Partnership to design and deliver the major parts of the project.

Subject to approvals, the contract is expected to be finalised in the coming months.

ACCIONA and ARUP both a have significant presence in Queensland and many signature projects including Legacy Way, the Toowoomba Second Range Crossing and Cross River Rail.

Background on the Collaborative Partnership tender process

Council commenced the procurement process for the Collaborative Partnership with a formal Expression of Interest (EOI) process in July 2018. This closed on Wednesday 22 August 2018.

In October 2018 Council announced that the shortlisted EOI respondents would progress to the Request for Proposal (RFP) phase. These respondents were further shortlisted in early December 2018 and moved into the Early Contractor Involvement (ECI) phase in early 2019.

The three respondents (in no particular order) were:

  • TransForm BNE consortium, comprising McConnell Dowell Constructors Pty Ltd, John Holland Pty Ltd and GHD Pty Ltd

  • Brisbane Move Consortium, comprising Acciona Construction Australia Pty Ltd and Arup Australia Projects Pty Ltd

  • METRO4BNE consortium, comprising CPB Contractors Pty Ltd, Seymour Whyte Constructions Pty Ltd, Vinci Construction Grands Projets Australia Pty Ltd and SMEC Australia Pty Ltd.

On 21 June 2019, Council received tender submissions from the three shortlisted respondents.

Next steps

Council is looking forward to working with ACCIONA and ARUP in the coming months once the contract is finalised. Following this, the Collaborative Partnership will move into the detailed design phase of the project before works commence in approximately 12 months.

Early works

Prior to the commencement of main construction works, Council is undertaking a program of early works, including service and utility relocations and intersection upgrades.

Metro vehicle

As part of Brisbane Metro, Council will introduce an initial new fleet of 60 electric Metro vehicles  each with the capacity to carry 150 people and will share the busway with buses.

Following an extensive tender process, Council has selected world-leading vehicle manufacturer HESS, in partnership with Brisbane-based supplier Volgren, and electric infrastructure experts ABB, to design, build and charge the Brisbane Metro vehicle fleet.

The Australian first electric Metro vehicles will use an advanced battery fuel source with zero tailpipe emissions and tried and tested flash charging technology. Initially, HESS and its project partners will design and build one pilot Metro vehicle, which will be extensively performance tested in Brisbane. The Brisbane Metro pilot vehicle is expected to be ready for testing in 2021.

Metro depot

The Metro depot will be located at School Road, Rochedale, adjacent to the South East busway, providing stabling for the Metro vehicle fleet, as well as maintenance and staff facilities.

On Wednesday 20 March 2019, Council held a briefing to industry representatives for the design and construction of the Brisbane Metro depot and maintenance facility.

A formal Invitation for Expressions of Interest (IEOI) was released via Council’s Supplier Portal on Wednesday 27 March 2019.

In June 2019, Council finalised the shortlist of respondents that will progress to the Request for Tender with a contract expected to be awarded in late 2020, subject to approvals.

Industry briefing

In July 2018, Brisbane City Council provided a briefing to industry representatives. The briefing provided an update on the project, key milestones and upcoming procurement opportunities. This includes the establishment of the Collaborative Partnership and procurement of the Metro vehicle fleet.

Council has commenced preliminary site investigations, including geotechnical, survey of key work sites, intersection upgrades and early works. Detailed design and construction will commence in 2019.

About Brisbane Metro?

Brisbane Metro will cut travel times, reduce congestion and put more buses in the suburbs.

Delivering the first stage of the new Brisbane Metro will mean a 21-kilometre turn-up-and-go service, with two dedicated lines connecting 18 stations from Eight Mile Plains to Roma Street and Royal Brisbane Women’s Hospital to the University of Queensland.

Brisbane City Council announced Brisbane Metro in early 2016 to address inner-city bus network congestion. It will also make better use of the existing busway infrastructure.

In May 2017, Council released the Brisbane Metro Business Case. This followed a 12-month detailed assessment of the benefits, costs and impacts of delivering the project.

In March 2018, the project was confirmed as a high priority project on the Infrastructure Australia Priority List.

The draft Design Report released in April 2018, describes the construction and operation of Brisbane Metro in detail.

In September 2018, Council released the Brisbane Metro draft Design Report Consultation Outcomes document. This document provides a summary of key feedback themes identified through consultation and the Council’s response.

The expected cost to build the Brisbane Metro is $944 million. Council has committed to fund $644 million of the project’s capital cost. The Australian Government has provided a $300 million funding commitment in the 2018-19 Federal Budget.

The project will be delivered via a number of packages including:

  • Metro vehicle fleet
  • Inner city infrastructure works
  • Suburban infrastructure
  • Systems
  • Early works
  • Metro depot.

What will be the key features of Brisbane Metro?

Brisbane Metro will use the existing busway, along with modifications to existing infrastructure and targeted investment in new infrastructure.

New and updated infrastructure will:

  • provide a new underground station at the Cultural Centre precinct
  • convert Victoria Bridge into a ‘green’ bridge
  • provide a new tunnel under Adelaide Street
  • modify and upgrade existing stations
  • provide a new depot facility for Metro vehicle fleet.

A new fleet of 60 Metro vehicles, each able to carry up to 150 passengers, will be delivered.

The Metro vehicle fleet will expand over time to accommodate growth and demand for services.

Network and services features will:

  • provide interchange opportunities at 11 stations
  • improve the bus network with more buses to the suburbs across Brisbane
  • provide a 21-kilometre turn-up-and-go service
  • have two dedicated lines
  • connect 18 stations from Eight Mile Plains to Roma Street and Royal Brisbane Women’s Hospital to University of Queensland Lakes
  • complement Cross River Rail with interchanges at Boggo Road station and Roma Street.
